Answer
Plesk offer free license (Plesk Web Admin SE) only along with cloud instances, such as Amazon Lightsail or Digital Ocean.
In case your Plesk is installed on VPS/dedicated server, it is required to choose one of three different license editions:
-Web Admin edition license – allows hosting up to 10 domains
-Web Pro edition license – allows hosting up to 30 domains
-Web Host edition license – allows hosting unlimited domain
Even if there is only one domain on your VPS/dedicated server, it is required to purchase license.
