Cause
The psaadm user does not have access to C:Program Files (x86)Pleskadminhtdocs.
Resolution

Connect to the Plesk server via RDP.

Start Plesk Reconfigurator at Windows Start > All Programs > Plesk

Click Repair Plesk Installation > select Plesk File Security.

Click Check.
