You can get more details about Plesk Developer Program and submit a request for a development license for Plesk at:

Make sure to include detailed explanation of why you need the development license in your request.
Note: at the moment we do not offer special licensing for a server, that is used for testing or external development. A valid license is still required to be installed there, please consider purchasing it in our Online Store if a 14 days trial is not enough.
